I am confused. Why are we minusing 61 from 18 to find minimum shaft diameter? Why not just minus it from 16? Where does the 18 come from? Why must this be so accurate? Can't I just sand it down til it fits using sandpaper?

I'm a good draftsperson. I just can't do this tolerancing BS.

Holes positive.
Shafts negative!
